e0b2c042bf Added support for tier 0. If using tiers then tier 1 will not ring until Tier Rule Wait Second expires. This effectively leaves queue callers on hold unnecessarily. Using tier 0 as the lowest tier fixes this (but may also break other things [untested, just a wag]). 2014-08-03 21:23:51 +00:00
