fix: multiple Bank Reconciliation Tool issues (#46644)

* fix: bank reconciliation tool issue

* refactor: separate Bank Transaction linking from other logic

* fix: delink old pe on update_after_submit in bank transaction

* fix: failing test case fixed

* fix: changes as per review

* refactor: rename `gles` to `gl_entries`
