Enhance - app_config.php cleanup for apps ( #2633 )

make spacing and layout consistent
add all missing language tags
fill missing en-us descriptions
convert to $x$y$z usage for array filling
add a default version number
this is a by hand update

Correct the tabbing by replacing the spaces with tabs. Replace some of the single quotes with double qoutes and keep the fr-ca translations.
