2e7eecce2c
Fix the menu titles for additional menus. The titles are provided by v_menu_languages table. Previous approach deleted languages for other menus which were needed for the menu titles to be displayed.

Fix a menu regression which was caused by multi-lingual changes. This reenables customized menu titles that are protected is set to true.

If you customize the permissions and restore the menu it puts the permissions back to default. Therefore I'm removing the restore permissions on the menu class and moving it to the a button on the group permissions page.
